Slow speed on MTNL broadband

know this is duplicate of some threads already posted but have a problem with my Internet Speed.I have a MTNL 512 UL plan and like some people i had been getting around 200Kbps of Download Speed since few months.However my speed has dropped to 60Kbps since last two weeks.When i download using torrents the speed manages to get upto 70Kbps before suddenly coming back down to 55-58kbps before starting to climb up again.

i wanted to ask if my speed was being deliberately reduced or if there is any line problem?

My torrent average around 40-65 kbps but my real problem is other normal downloads.When i try to download something normally like Mp3 files from websites or movie clips my speeds hardly exceed 10kbps(i am using chrome).

Also youtube has become very slow.i have to wait for 5 min for a 9 min clip to load before i can watch it.Is it normal for 512 connection?

Is it some problem because of the recent rains in Delhi?Or should i contact MTNL?
