How do I limit the download speed of another pc?

I know this sounds weird but I’m trying to limit my roommate’s download speed because he is constantly downloading stuff and hogging my wireless internet. I’m looking for something that can control his download speed.

Simply ask him to stop downloading when you need the bandwith. If he does not help you out, he is not much of a friend. You can turn off your wirless router by bypassing it. Or buy a wired router if you need a router and loose the wireless entirely. That will limit his download speed. Tell him to buy his own access.
